When do they announce bowl invites for lesser teams?

I dont remember last year that clearly but I thought more bowl teams had invites after their season was over.......only Navy and Hawaii so far have accepted invites - I realize we still got another week to go - but i thought more teams had accepted bids by now that arent going to the BCS ........will alot more be announced later this week?
