My friend's 5'6 and a half, and weighs 118. Is that still underweight??

My friend had lived with her abusive dad for a year an was severly underweight since he didn't feed her, and just made her work all the time. Since she moved in with her mother, about 5 months ago, she has gained 18 pounds, but i haven't seen her since she moved since her mom lives in Kansas.
