I say both, as there is nothing in the constitution that would prevent it. The clause separation of Church and State is only in the terms of any government mandating a religion. This means the government cannot tell you that you MUST follow a specific religion. It does not mean that any form of religion cannot be used by a governing party. Many of our laws are based on the common humanitarian beliefs of religion and the ten commandments. "God" referring to any religion's supreme being, not just the Christian God.
